Early Warning Intervention and Monitoring System (EWIMS). A school team uses a seven-step cycle to review attendance, behavior, and course performance indicators, flag students at risk of not graduating on time, assign them to interventions, and monitor progress. It is a data-and-team routine, not a curriculum, so its effects depend on the interventions the school has available for flagged students. We will use the early warning indicator and intervention system as the weekly routine our MTSS team follows: it reviews attendance, behavior, and course performance indicators, flags students at risk of not graduating on time, assigns each flagged student to an intervention, and monitors progress. Evidence: Tier 2 (moderate) for chronic absenteeism, grades 9-12, for an early warning indicator and intervention system, with EWIMS as the Michigan form (Sepanik et al. 2021, WWC Study 90498, April 2026 review). Disclose the supplemental grade 9 disciplinary infractions result (7.70% vs 4.90%). The studied samples do not document small schools and alternative schools and only partly document rural schools. IPG funds will systematize the weekly review our MTSS team already holds, so that it follows the seven-step cycle with a named intervention for each flagged student. The evidence was gathered in Oregon districts serving grades 9-12, including rural, suburban, town, and urban districts. It was not studied in an alternative school. We will track chronic absenteeism by month, the share of flagged students who receive a Tier 2 response within five school days, and credits earned each semester.

EBI alignment to needs assessment/root cause

Attendance log, 2025-26: 12% of absences received a same-week call; staff survey: 9 of 14 staff were unsure who follows up. The root cause is RC4 Early identification and response (no system to flag and act on risk), which the school can address. Early Warning Intervention and Monitoring System (EWIMS) addresses this root cause by giving our MTSS team a written weekly routine that flags a student after the second absence, names who contacts the family that week, and assigns the student to a Tier 2 response.

Graduation Rate: Indirect link. Chronic absence is an early signal of not finishing school, but the studies measured course failure, not graduation. We will track credits earned each semester and the on-time graduation rate of each cohort to check it. Other: School Quality: K-12 On-Track Attendance: Direct link. The studies measured this outcome (chronic absence, grades 9-10).

Hand-off to the Plan Builder

Every selected domain has at least one chosen intervention. Saving the hand-off keeps your chosen interventions and the four template fields ready for the Plan Builder.

Last handed off 10/21/2026, 12:00:00 PM. Saving again replaces it with your current plan.
